MEMBERSHIP RULES & REGULATIONS
AVALING THE MEMBERSHIP
MEMBERSHIP FEE: Rs.25/- (non-refundable)
SECURITY DEPOSIT: The cost of the books borrowed at a time is to be paid as the security deposit - Minimum being Rs.500
FAMILY MEMBERSHIP: If a member so desires that his family members
(Maximum of 4 members) also need to utilize the library membership then the details as regards name, age, relationship and photograph of the concerned family members needs to be provided prior to borrowing books. No additional membership card will be issued individually.
JOINT MEMBERSHIP: Joint Membership is usually not entertained. If however a joint membership is issued then both the members are severally and jointly bound by the library rules and regulations. An additional Rs.50/- will be charged for issuing additional membership card.
OPERATING THE MEMBERSHIP
Lending Rates: The reading charge is absolute terms is specified in the respective Book/Comic/Magazine. With exception, the general lending rates are as follows: For Books and Comics -10% of the cover price or less per week.
For Magazines (Latest) 10% of the cover price per day, minimum being Rs.2
For magazines (Previous issues) 10% of the cover price per week, minimum being Rs.2
Reading Charges: Members are requested at the time of borrowal, to appraise themselves of the reading charges of the books being borrowed, and choose the books which is within their desired range of "reading charges". Reading charges will run concurrently for all the books borrowed at a time, and overdue charges will be charged if the borrowal period exceeds the stipulated period of one day / one week.
Number of Books: Books of value upto the refundable deposit i.e. Rs.475/- will be issued.Any further borrowal of books beyond this value is permitted only on depositing a matching “Temporary Refundable Deposit".
Condition of Books: The member must make sure that the material being borrowed is complete and without damage; If found damaged or incomplete on return, the last person returning will be held liable. Material lost or damaged is to be paid for by the concerned member at prevailing costs. An item once borrowed will not be exchanged free of cost for any reason.
Reservation of Books: There will be a provision to reserve a given book on payment of a nominal charge. However the books so reserved by a given member will be held separately as if issued to the given member and the reading charges for the book would commence from the date of such reservation. If However the member does not collect the book within a week of such reservation, the reservation would cease and the book would be put back to circulation.
A reservation of any given book is possible only if the value of the book being reserved is within the value of the refundable deposit.
Overdue Books/Magazines: In case Books/ Magazines borrowed are not returned within a span of six weeks from the date of borrowal, it shall be deemed to have been lost and replacement cost of the book along with the reading charges for a period of six weeks will be recovered from the member's security deposit. Similarly if the latest Magazines are not returned within 10 days of borrowal, then the replacement cost of the Magazine along with reading charges for 10days will be recovered from the Member's refundable Deposit. The Book/Magazine will be deemed to be put out of circulation & will be replaced by the management. On no account will the replacement cost of the Book/Magazine be refunded to the member, even on the eventuality of the said book being returned subsequently.
Deposit deficit: The deficit in the security deposit of the member resulting due to the appropriation of the security deposit towards the overdue charges payable by the customer, needs to be made good by the member concerned, and only after that the continued operation of the membership will be permitted.
Closure of Membership
Notice of Closure:A minimum of one week's notice should be unfailingly be given by the member in the "Appropriate Written Format" for the closure of membership. No member can insist on immediate refund of deposit for whatever reason.
Return of membership card:The membership card issued should be returned for Closure of membership, failing which Rs.50 will be deducted from the refundable security deposit.
Closure of Joint Membership: In case of joint membership request for closure and Refund of deposit should be signed by both the members and both the “Membership Cards” need to be returned, failing which Rs.50/- per card will be deducted from the refundable security deposit.
Refundable Deposit Payable: Waiver of reading charges made if any in the last 6 Months of transactions and any other pending dues of the member will be reduced form the refundable deposit and the balance only will be refunded on closure.
Family Membership: In case of Family membership only the primary member can Request for the closure and refund even if additional deposit has been paid has been paid by other family members.
Miscellaneous
v Sitting & reading in the Library is not allowed.
v The member needs to produce the membership card while borrowing books.
v The production of the membership card is for identification purpose only and does not confer any membership privileges to a non-member.
v If membership card is lost the member needs to immediately inform the library & obtain a duplicate card. A duplicate membership card will be issued on payment of Rs.50/-.
v If the borrowed books are overdue the Management at its discretion may contact the members by telephone or make such efforts as required to ensure the return of overdue books. Any expense thus incurred shall be defrayed by the concerned member.
v The membership deposit, the lending rates and other charges are fixed by the management on the basis of certain costing. No discussion on this will be entertained.
v The Management has the right to revise the rules & regulations if and when necessary and to refuse or cancel membership without assigning any reason.
v A colored photograph (passport size) needs to be furnished by the member.
v No authorization either for operating the membership or for closure of membership will be accepted over telephone.
